British Broadcasting Corporation Gaza Documentary Considered a 'Serious' Violation of Media Rules, Declares Broadcasting Watchdog

The British broadcaster engaged in a "serious breach" of broadcasting rules by failing to disclose that the voice of a documentary about Gaza was the child of a Hamas official, as ruled by UK media regulator Ofcom.

An investigation by the media regulator into Gaza: How to Survive a Warzone has determined that the documentary was "substantially inaccurate".

The head of the BBC had previously apologised, stating there had been "a major oversight in relation to truthfulness".

The authority has ordered the BBC to air a peak-time announcement about its findings.

"Given this constitutes a serious breach of our code, we are ordering the BBC to transmit a statement of our determinations against it on BBC2 at nine o'clock in the evening, with a date to be confirmed," the regulator stated.

'Possibility to Erode Confidence'

The authority's statement said: "Our investigation determined that the documentary's lack of disclosure that the presenter's male guardian served in a post in the Hamas-administered government was materially misleading.

"It meant that the audience did not have vital facts which may have been highly relevant to their assessment of the presenter and the information he shared.

"Confidence is at the heart of the connection between a television network and its public, notably for a state-funded media outlet such as the BBC.

"This oversight had the potential to erode the significantly high levels of credibility that viewers would have put in a documentary produced by the BBC about the Israel-Gaza war."

The film was removed from the BBC's streaming service in last February after the boy's family links came to light, and in July an internal BBC review found it infringed the corporation's content policies on truthfulness.

A representative for the broadcaster stated: "The authority's determination is in agreement with the results of the internal assessment, that there was a major oversight in the programme in relation to the corporation's content standards on truthfulness, which reflects regulation 2.2 of Ofcom's Broadcasting Code.

"We expressed regret for this and we accept Ofcom's decision in its entirety. We will adhere to the directive as soon as the schedule and wording are determined."
